Position Overview – Director (Personnel)

Director (Personnel) is a Member of the Board of Directors and reports directly to the Chairman & Managing Director (CMD) of BCCL.

He/She will be overall in-charge of:

  • Personnel & HR policies

  • Industrial Relations

  • Administrative control

  • Management functions

  • Workforce strategy implementation

This is not a routine HR role. It is a national-level industrial relations leadership role in one of India’s most union-sensitive sectors.

Pay Scale & Level

  • Schedule: B

  • Scale of Pay: Rs. 1,60,000 – 2,90,000 (IDA)

This is a Board-Level CPSE position.


Eligibility Criteria

Age

  • Minimum: 40 years

  • Residual service requirement:

    • Internal candidates: 2 years residual service as on date of vacancy

    • Others: 3 years residual service as on date of vacancy

  • Age of superannuation: 60 years


Employment Status

Applicant must be employed in regular capacity (not contractual/ad-hoc) in:

  • Central Public Sector Enterprises (CPSEs)

  • Central Government Group ‘A’

  • Armed Forces / AIS

  • Public Sector Banks / Financial Institutions

  • State PSUs (Turnover ≥ Rs. 1000 crore)

  • Private Companies / JVs / Federations (Turnover ≥ Rs. 1000 crore; preference to listed companies)

Turnover considered: Average audited turnover of 3 preceding financial years.

Qualification

  • Graduate with good academic record from recognized University/Institute

Desirable:

  • Post Graduate Degree / Diploma in:

    • Personnel Management

    • HR Management

    • MBA

    • PGDM / PGPM


Experience Requirements

Applicants must fall under one of the following categories:

Category I

  • 5 years experience during last 10 years in HR/IR/Personnel

Category II

  • 2 years HR/IR/Personnel experience
    AND

  • 3 years as Functional Head of Projects/Plants managing 1000+ workforce

Category III

  • 5 years during last 10 years as Functional Head of Projects/Plants with responsibility of at least 20% of workforce

Senior HR professionals from Private Sector Companies are eligible to apply, subject to the following conditions:

  • The company must have an average annual turnover of Rs. 1000 crore or more (last 3 audited financial years).

  • Preference will be given to candidates from listed companies.

    • At least one level below Board level

Pay Scale Eligibility (Minimum Service Required)

Minimum service in eligible scale:

  • Internal candidates: 1 year

  • Others: 2 years

Eligible Pay Scales include:

  • Rs. 100000–260000 (IDA)

  • Rs. 123100–215900 (Level 13 CDA)

  • Rs. 37400–67000 + GP 8700

  • Rs. 43200–66000 (IDA)

  • Other pre-revised IDA/CDA scales as listed in notification


Duration of Appointment

  • 5 years from date of joining
    OR

  • Until superannuation
    OR

  • Until further orders

Whichever is earlier.
